What Is Martyns Law?

Martyn’s Law, also known as the Protect Duty, is proposed legislation that aims to improve safety and security measures at publicly accessible locations across the UK.

It was named in honour of Martyn Hett, one of the victims of the 2017 Manchester Arena attack.

The law is designed to ensure that organisations and venues are better prepared to prevent and respond to terrorist threats and other serious incidents, with a particular focus on training, risk assessment, and emergency planning.

The legislation outlines a tiered approach based on the size and nature of a venue. The Standard Tier applies to premises with a capacity of 100 to 799 individuals and requires foundational security processes, including training staff and drafting incident response plans.

The Enhanced Tier covers larger venues with a capacity of 800 or more and demands stronger security protocols, such as comprehensive risk assessments and detailed planning. The aim of Martyn’s Law is not only compliance but also to foster a nationwide culture of vigilance and preparedness.
